For the home shop the shaper is a slow but easy set-up for those operations, but with some jigs the mill and lathe can perform them as well. For the home shop broaches can also be an affordable alternative if you have a press. For a production shop that does these operations they usually invest in dedicated machines. As I mentioned before I think the shaper is still very relevant in the hobbyists shop (and I want one ). Modern tech. has made them obsolete in the production shop.
