    I think this Sierra Blaster may be using a slightly different method? 42-second video:



    Looks like they're marketing this not as explosives, but as a "cartridges and boosters" solution that qualifies for a fairly easy ATF exemption (video plus quiz that you can retake multiple times plus affidavit of responsibility).
