The usual procedure is to let a layer of epoxy set up, but not cure, then add the rest with the aggregate. The two layers of epoxy will bind seamlessly. Then it's just a matter of working the first layer, which is the top (or whatever surface is to be exposed). No danger of exposing the aggregate.
It was the machining to make handles and such that exposed the aggregate.
