    I wonder if that one would require a fishing fishing license. He's not using natural or artifical bait or even a rod.

    When young, I had a spaniel cross something(kelpie I think) like that dog but smaller & she would fish (while I was out deeper) the shallows & throw the catch up the beach as she caught them. the salt water didn't seem to bother her eyes & kept her coat gleaming. When she caught a toad/puffer fish she would scratch it further up the beach to prevent escape:& instinct re the poison. The small puffer fish can bight a 4/0 hook in two & the hook isn't much smaller than the fish(2 or 3 "long).
