    This appears to be a situation where the mountain area where the track is located has settled. much like how a piece of tape does stuck to a balloon when the air is let out slowly like the track the tape cannot shrink on its own. long straight sections of tracks out in the desert have to have expansion and contraction slip joints every so often due to the extreme changes in temperatures from day time heating to night time cooling where a 50 to 60° change is common
