Marc - I think they mean "database" as a kind of website. So, for example, instead of being a database of recipes, or a database of different kinds of helicopters, it's a database of Harbor Freight coupons. I believe this website is not affiliated with or associated with Harbor Freight.

Also, check out the Price Changes page of that website. On that page, you can click the "DOWN" link at the top-middle-left, just above the search results, and it will display items with recently-reduced prices. With that feature, this site is similar to CamelCamelCamel.com for tracking Amazon price changes.
