It does look like another car above on a rack of some kind. Doesn't look like a conventional electrically/chain driven lift though...almost looks like pipe and only see one on each side. They do those systems in Europe and Japan where parking is a premium and the big VW plant in Germany has a pretty amazing carousel stacking blingymabob.
I like the in ground track for the fence and its smooooth operation, but wonder if it is self cleaning for winter time.
