How do I post a new tool?

Hi, I am new here, and don't know how to go about posting a new tool submission. Do I simply type a short message and give my URL of where the description, drawings etc. are to be found ie. do I type the URL in this text box? What is Trackback?
I enjoy browsing this site, and I hope to be able to contribute too. When I do contribute, it will always be with complete drawings and description, and other subscribers would be welcome to contact me for any further information I may have overlooked.

If you have your own website, then please do feel free to link to it here. Simply click the link button (at the arrow's point in the attached screenshot), enter the URL, and click OK. The address will be inserted into your message as a live link.

Trackback is an optional means of receiving notification when someone links to your post. See this wiki article.
