It's a "traction engine" not a tractor. They were mobile only for the purpose of getting them into the fields where they pulled the various implements by cable as above.
Interestingly, the machines were generally owned by cooperatives. Farmers were rather Socialistic in their actions 100+ years ago. It wasn't until the magic of financing that farmers owned their own large machinery and the consequent large farms we see today.
