The thing with using these is they do not cut back to a lateral or the collar.
In my years of cutting ROW's for power companies in 5 states many of the trees these have trimmed have died.
In Berkley Springs,WV alone I had to go in and cut 2 straight miles of dead pines on one circuit that a giraffe (2nd pic) had "trimmed" a few years prior.
All over Maryland you had to properly cut limbs back to a proper sized lateral or collar or else the (what we called "Tree Sops") DNR guys would be all over you and make you go back and cut it properly,or fine you,or both...even it it was one improper cut.
OH,PA,VA didn't matter to much as long as it wasn't looking like a monstrosity,but those of us that took our jobs seriously or pride in our jobs trimmed them properly no matter where we were.
