    I just don't see what keeps the barge from tipping as the ship is picked up.

    It's bolted down to the water behind the crane.

    Yeah...that's the ticket.

    Or it uses seawater as ballast on the non-lifty end.

    The builder claims that its floating crane can maintain its horizontal position automatically within a deviation of +/- 100 mm when it lifts up a 50 meter-long cargo.
