anyone know what the cam on the second from top shaft is there for? - doesn't seem to engage with anything, but it is distinctly machined, so it took effort to put it there.

This last site says "This Example Is Powered By A Simple Wind Up Clockwork Mechanism. This Style Mechanism Was A Staple For Use In Mantle And Grandfather Clocks Of The Time Period But Was A New Found Power Source For Moving Air."

If it was originally used in a clock, I am going to guess the cam might have worked a striker for chime or something. But just a guess.

You can but one for only $3,200.00. You know, in case your AC stops working this summer.
