Looks steam powered to me, not mechanical.

I don't think it's steam powered but that fellow is pouring something into that "cannon" ...

It does look like they are using steam as the expansion medium but it seems to be retracted by a hand winch I figure the liquid being poured into wat may be a stuffing box would be a lubricant

Seems to work well...
