Looks like the draining type of surface. If it's the same as I've seen, they'll trowel it, compact it and add another layer like it and do the same. The result is a really smooth, clean looking surface that actually allows water to drain through.

That is a small reservoir for such a large site, though I suppose there has to be a balance between frequent refilling and easy maneuverability.
