Since it's a gear drive the lever is switched to let it power down to the bottom and then the lever disconnects either automatically or manually...

Nice find. I wonder how much rail it comes with.
Probably no rail for the motive power. On the following link, it mentions a 3M rail is $30. So - just like HO trains, you can buy the engine and the track is separate.
In looking at the track, that would be a fairly simple bending operation to make that rack. The other images show that the track is a series of splines,

so nothing is curved and there must be enough play in the wheels to make the splines work like a curve. One of the images has what looks like a turnout

Yeah, you're right. I asked the seller and he just replied. Rail is an additional $14/meter for 100 meters.
