Obviously, it is producing jewelry quality diamonds, unless this is intentionally misleading, which are much more difficult to make than industrial ones. They are also much more costly to make. It would seem that this would possibly bring down the value of diamonds worldwide, which would be counterproductive to this operation. Diamonds actually aren't rare and are artificially kept expensive due to De Beers manipulating the supply. It's all a big scam.
Update: Artificial diamonds of very good quality are now less expensive. Apparently, they cost about 40% of a natural stone at average sizes. Natural ones are more desirable which seems to indicate that artificial ones are required to be identifiable as such. I don't know how but are probably marked somehow to identify them. De Beers probably lined some pockets to pass some laws.
