That's obviously a prototype judging by the misaligned covers and how the lights are flopping around, but that's not a bad idea. It would probably be a lot cheaper than doing it manually, and it would prolong the life of the existing asphalt to the point where it might make economic sense to offer that as a service to companies.
Yep, covered with corrugated plastic covers. I don't see a place to fill it with tar either? They should have made sure to use the best results too. This one missed several areas to the side(s).
