noticed some red block debris on the road edge prior to the collapse - probably why the camera was watching to see what else came down.

The kids got out early. A few teachers outside, helping kids get to buses. A snow plow had cleared the 1" (≈2 cm not 30cm) of snow just before the buses pulled up. This left a little windrow of snow along the cars parked in front of the building. In the 80's when front wheel drive was becoming popular. I over heard two teachers talking, worried about getting home.
Teacher 1 (the building drama queen), "OH, I am so worried about getting home".
Teacher 2 (level headed one), "You won't have any trouble you have front wheel drive".
Teacher 3(the idiot who "knows" everything), "That won't make any difference, she is backed in!!!".
Teacher 1, " OH NO!!!"
I could not say anything I was laughing too hard to myself. Teacher 2 and I just looked at each other and walked back inside.
Four in one hit. Pretty good batting average for that piece of concrete.

what kind of storm blows off a balcony... or what kind of balcony gets blown off by a storm?
I can tell you a few things. I mixed and poured a lot of concrete in my younger years. That would be 30 plus years ago. What I have seen in many countries is concrete so watered down that it is very weakened. Plus there are maximum amounts of clay that are permissible in the aggregate. Correct ratios of sand to aggregate that are not always easily possible in every region. Reinforcing rods should have been in that balcony and stopped it from catastrophic failure. But it is either to expensive, or not properly monitored by the engineers. and the inspectors.
The know how is there. The willingness and responsibility is not. Same goes for enforcement of regulations to penalise those who break the rules.
Never happens in North America. Canada has food inspection by it's food producers, lysteria bacteria from poorly cleaned equipment kills eleven people and ruins the lives of dozens more, but that's ok. Oh and the U.S. has Boeing inspect it's airplanes because they know what they are doing right?
