The first couple of links are what I found online while searching for that tool and that led to more stuff etc.
I finally found the issue in question and it was from Shop Notes. I don't think they still sell kits but you can get plans.

The one in question came from Shop Notes magazine. That magazine and Woodsmith are the best
sources of plans for woodworking jigs,fixtures,furniture,benches, it just goes on and on.
I had most of them and turned them all over to my son who has just started into serious woodworking.
(he just bought an 8" Powermatic Jointer.)

I just found the Woodsmith on line subscription link and I think it now includes all of Shop Notes.
