The rock boat is a decent OP however probably compromised by tide if it was parked on the coast. Move it in at night and observe all day perhaps? Maybe useful for observing wildlife certainly not a sophisticated enemy with sensors. Maybe this is overthinking someone's fun project.

owner could of been from rock fish NC hunting rock crabs on rock island...smoken rocks.

Perhaps they are searching for an ICE storm to complete their Iceberg disguise.
