    The concrete column was wet when the glue was applied. It appears the blocks were moistened on their glued ends as well. This indicates a moisture activated Polyurethane glue. Gorilla glue, a brand sold in the US, is such a glue and the Polyurethane spray foams are moisture enhanced cure as well.... Joe
