The idea of your little drill press is solid, having the whole drill head travel instead of having the need for a traveling quill really simplifies the build, but for any reasonable expectation of being able to drill a hole perpendicular to the part you would need to make the drill head with at least 3 sprockets preferably 4 to insure there is only vertical movement in the drill head. with only 2 sprockets you do not have a way to prevent it from clocking out of square to the column. the table sleeve would be more stable if it had a longer contact area to the column as well.
