Almost looks like one of the models the Army Corps of Engineers used to simulate the Mississippi river. (This one might be bigger) I remember watching a "film" in science class about it back in the 70's or 80's. They were simulating barge traffic and how and where to place the bridge supports to allow the safest, easiest passage.
