I do not think that line was buried. If you look closely at the pole on the left, you can see the line leading down from the pole. Most likely fallen from a pole out of frame to the right.
I am guessing the news media reported the line was buried because someone saw sparks shooting up from the ground. But they did not bother to actually investigate.
We had this happen to the power leading to our house last summer. A bad connection at the top of the pole heated the bolt, caught the pole on fire, the pole burned through which dropped the high voltage lead to the ground. Fortunately, the attaching point across the street was a "breakaway" type so the line was no longer powered when it hit the ground.
The electrical grid in our country is getting to be in very bad shape.
