I'm guessing that's old cable they're removing?

If that is South Africa, it is cables being stolen.

Is it the tug line? Fiber optic tubing gets pressurized with compressed air, there is a 'piston' on one end...but the line is flat white webbing.
Be surprised it would trail out that smoothly otherwise.

What is going on here? How is the cable being ejected?
