I'd say it's a tool, in the same way a tripod is a tool.

I like the combination of the adjustable camera holder and the flexible magnetic base for dial indicators. In some cases you can just attach the magnetic base to a heavy piece of steel and use as a stand alone base instead attaching to one of the machine tools. Nice set up.
