can't recall the name of this tool

Hey folks,

I'm trying to remember the name of a tool (and ultimately, the metal working project that it represented) that essentially is an oscillating spindle sander.

the Difference is that it uses needle files. (or similar - ie diamond honing rods)

Does this ring a bell for anyone?
