It doesn't prevent illegal parking, it punishes those to do. It also immobilizes the illegally parked vehicle so it stays in the way of every else.
Much like to boot - we don't want you here, but now you have no way to move.

I'd imagine it takes more than the weight of a thumb (as per the demo) to push it down.

Hi Gang:
This is a hidden booby trap. I see no warning signs and the "protective" domes are black, not blaze orange. Looks like England as the car is parking on the left side of the road. Are these put in by the city, or the local property owner? What about workers delivering materials and emergency vehicles?
In Iowa we had a farmer loose his farm for setting a booby trap in an abandoned farm house. Didn't hurt anyone, he was just caught setting it.

Definitely UK. Could not be installed without local government approval. Anybody else would be charged with criminal damage.
