Cheap Packing Tape as a Protective Layer for Labels

As I read it: you used the water's surface tension to hold the tape flat onto the glass plate, then you flipped the glass plate and laid the thus flattened tape onto the label already affixed to the black plate smoothing it into place.

I don’t flip the glass. I mash the plate with label on it down on the tape bedded in a thin layer of water.
