    Clearly it was a different stump pulled from the ground. I think this is epsom salt, and needs reapplication, this was not in a year time, but much more.

    Thin stump, so the salts that he put in comprise a large percent of the volume. If you have the months or year to spare, this method beats digging around the stump, wire brushing it, and then chainsawing it with an old chain.
