Hi: What is making the pile of leaves move??

If you look where the leaves are coming from, it looks like the leaves thin out and it is only water.

Here is my guess: Concrete canal = good safe place to burn leaves. Someone starts a leaf fire. Someone else opens the irrigation valve sending a wall of water down the canal. Water pushes a block of leaves, including the fire, towards the camera.
