Absolutely, we used something similar back in the 80's to freeze plugs in the pipes. This is used when you don't want to or can't turn off the water. Freeze it in a couple of places, cut the pipe, and add in a valve, T or whatever is needed. Once done, allow it to thaw out and walk away.

Absolutely correct. Often such shutoffs are performed for repairs, especially where draining is prolonged, or done to eliminate backflow issue, when line is opened.

Is there not a possibility of cracking the pipe when freezing it in such a manner?
