That is way too wet concrete for structural use. And this appears to be an advert for a pump or screw auger that can move concrete to one floor level above, and portable internal to building construction.
I would not want this wet of concrete to support anything but it's own weight, maybe not even that. I don't care how much iron rebar is holding this together, that concrete has to have the correct slump to get the yield strength, for expected structural expectations, including degradation over time, and it's starting out degraded.
That's what happens when no one knows how to make structurally capable concrete structures, and there's no one sight independent inspector that has domain knowledge to teach them. And hired idiots as inspectors can yield bad results, when they have no aptitude for the job.
