Not necessarily, I've seen the times when I would have gladly strapped a fire pot to a board on my back if I had thought of doing it. As to how long before the plywood is charred enough to reach ignition point depends on whether or not there are holes in the tubs on the side next to the plywood.
Never try to tell me it can't be done

I used to work in -50C in the oil patch. I get it. But how would the heat get through the plywood to warm you up?

Maybe it is not as much about actually keeping them warm as it is about taking some of the bite out of the air around them. Similar to how smudge pots are used on the windward side of citrus orchards will take just enough of the bite out of the air to protect the crops.
I suspect the constant movement of these guys are doing more to warm the air around them than what little radiative heat is being transferred through the plywood Although a slab of plywood that is 100C on one side is going to be at least half that on the other.
