Yes and far too many smaller crane companies do not make false lifts by setting up their cranes further back from the load than what will be required to lower in on place. If they can't lift the load safely with their boom at a critical distance, prior to making the actual lift then a larger crane must be used. I've been on a lot of construction sites where a telehandler operator will extend their boom all the way out and try to lift something if they can then they know once they have the load in the air they will be able to raise it without fear of damage or accidents.
