I watched this on my TV I have on my computer and sure enough the blade teeth caught on the steel bar coming out of the concrete. The crane probably could lift the dozer. The rigging was the problem. The guide rope was very lax. someone recognised the problem and gave the safety/guide rope to another who evidently didn't know what to do.
