The same holds true for traffic laws on motorways in every country with motorized vehicles, and yet there are collisions not related to inclement weather or mechanical failures in all of them on a daily sometimes hourly, in some densely populated countries possibly every minute.
Rules, laws restrictions warnings don't mean anything when people don't remain alert, vigilant and use common sense.
But for all we know about the video the guy featured may not have been the pilot he may have been sitting at a terminal trying to correct a fault at the behest of the pilot who was not in frame.
