    I would suspect it is a fairly narrow cutter set with an aggressive leading chamfer and is essentially shaping the wood in an zone of around 10-20mm in length, and would be based on the relative hardness/cut resistance of the wood at the particular point in the timber.
    I would expect the cutter set would somewhat resemble a rotating box tool.

    Yep, it is called steam formed to a U shape then fed into a rotary cutter with the cutters on the inside

    Yep steam bent for sure. Did a fair bit of that years ago. And the dowel cutter is a pretty simple cutter setup. I have seen a few different types. The trick is the pressure bars that are keeping the wooden dowel against the outfeed table. Otherwise this is really not that hard to do. The second trick is completing the cut with safety by using a sacrificial pusher stick. It kind of looks like Birch. Not the easiest steam bent wood. But doable.
