Cutting... concrete? I've never heard of such a thing. The slag looks like steel as well.

Concrete would spall and explode if subjected to that torch, has to be steel its cutting, not concrete.

video file is labelled steel - maybe just a misunderstanding in the titling?

I think this frame shows some rubble on top of a steel structure.
