    Ok I have watched this a few times. Is the camera attached to the spindle, and the hand and deburing tool are not really moving.

    The part is stationary and the hand with the tool do move. The cutter on the tool rotates as the hand moves. Something is moving in the background that is causing an illusion. At least that's how I see it.

    The camera is attached to the chuck that is holding the part, and the chuck with part and camera is rotating. The hand is actually mostly stationary. If you look at it when it's paused frame by frame, it looks like it is in a lathe machining center.

    The deburring tool is nothing special, common in the machining world. I use one in my home shops for deburring aluminum, steel parts after cutting or machining. They're not expensive, and well worth it! MSC-Direct or McMaster or Fastenal carry these. I'm sure you can also find them on Amazon.
