Although the video is in accelerated mode, it appears that this guy has severed up to 4 reinforcing bars during core boring with the diamond bore. The video shows several major flaws in what is shown. First, failing to use an echo location device to accurately locate rebar often results in nicked or fully cut reinforcement, thus reducing the load-carrying capacity of the concrete member; that is wholly unacceptable. And second, coupling the failure to locate the rebar with using a diamond core bit shows a total lack of understanding of how to use the coring mechanism in a safe and responsible manner. And since I don't see a GFCI for the core drill, I'd say this person has completed the trifecta of ignorance. A GFCI cuts power instantly to the drill when a metal object is contacted by the bit. A word of advice from a retired structural engineer: Get educated about the task and risks involved before undertaking such a task; otherwise, consequences may be immediate (weakening of structure capacity) and/or longer term (structure failure when fully loaded).
