The stop sign had him stopped on the tracks.

I wouldn't have said he was distracted per say. There were several things wrong. the crossing lights were not functioning, was one of them not having a long range clear view of the tracks to the right before he approached, another, less than total vehicle length between stop sign and crossing another were the things wrong with the crossing, Hard to say if the train was exceeding the speed since the speed limit for trains in municipal areas vary greatly.
The driver not properly wearing his seatbelt will be one of the things that will get him in trouble when the investigation is conducted the driver never looking to the right to check for an oncoming train before he had actually started to cross the tracks will go against him. In this instance he might have still avoided having his trailer struck by the train had he done a California stop at the sign and just kept on rolling through it at least for a ways, The interior cam proves the driver screwed himself though.
Never try to tell me it can't be done

It appears he used the Lord's name in vain just as he realized the coming doom! He looked to be ready for retirement anyway.
