I think it wasn't so much to repair the fender as it was to extend it because rovers rear fenders allowed the tires to throw the dust right up and over the rover and the occupants. The engineers couldn't have known how bad the dust was when kicked up in the low gravity of the moon. Even though they did extensive testing in very fine sand while developing it nothing can take the place of real lunar experience

Looks like it was a victim of rust and corrosion....Should have had it rustproofed! LOL!!

Not because of rust and corrosion.. The astronaut Eugene Cernan accidentally caught the hammer he had stowed in his calf pocket under the rear right fender, tearing off the rearward extension. He used duct tape to re-attach the fender extension. That duct taped fender is on display at the National Air and Space Museum.

NASA duct tape is probably $100 an inch...
