This guy makes a basic one with PVC pipe and a sock. Not the most fun job around the house, but the septic tank pumping service will never tell you if your tanks don't need to be pumped. 6:15 video:

Poop stick?

There's a septic system design engineer standing next to me. He said he would charge $300 to sample the sludge depth and could send a person to pump it out...for $300. So, if in doubt, pump it out.
