    2 ways, either release the parking brakes with the T bolts called caging, or air them up. Since there are no air lines connected, but I notice them on the cart the former may be what had been done or they could have a valve connected on the glad hand, and simply aired them up and closed the valve. There is a red airline on the trailer so the latter may have been done
