I need to make one of those. :)
These are very popular in the aircraft and race car arena. Actually any place where you are laying out and drilling a lot of evenly spaced holes. I am not trying to steal Eloy's idea here, but you can buy these from Air Parts Inc. in Merriam Kansas. They are called rivet fans or rivet spacers. They are not expensive. They are a must have for the sheet metal guy.
I remember my dad making one of these donkey years ago when he was building Light Aircraft.
