    I believe those are pipes, not logs and that is some sort of build up on them that is being removed. Appears to be a fixed metal blade cut to the radius of the pipes. Looking at the stuff in the background, may be at a scrap yard.

    Yep, looks like insulation being stripped off of pipes. DE-barkers are generally rotary with teeth
