But what does it do?

the spinning "cutters" would break up silt or sludge around the central pump housing (basically an agitator to stop things blocking up the pump intake) , and the pump (with a hose attached) would then be used to remove water/ slurry from a sump (hole) so works could continue. Imagine a trench full of water - you pump the water out before putting people in the hole to work.
the video doesn't show an outlet hose attacehd to the pump, so it doesn't showcase the utility of the unit very well.
