I saw a TV show several years ago about sodium disasters and the engineering to prevent recurrences.
They designed a balcony with a built in flex, which gave it additional strength. However, the fans on the other side of the stadium were so upset seeing the moment, that they had to add additional supports that only gave an illusion of stability rather than actual making it more stable.
