    It looks like a dried or fallowed rice field. After so many plantings the ground can become root bound, since the roots do not rot and decompose well, just like trees that become waterlogged and sink will stay there for many years, if they are not exposed to oxygen.
    The rice fields have to drained allowed to dry out then turn the soil to expose the roots to air, they can either be removed and taken to a composting pile where vegetable and or fruit scraps can be added to turn them into future fertilizer or can be chopped up into small pieces then turned back into the soil where it will have to be wetted and turned several more times before the roots decompose enough to allow planting once again. Much the same way mechanized agriculture is done by plowing and turning fields several times over a winter here in the USA and other parts of the world.
